There is supposed to be an option to get a recipe from Philippe, the head chef at Ultra-Luxe, for a Beef Substitute thingie so that the White Gloves don't have to become cannibals again. However, there is no Philippe in my game. He is not showing up. I have tried multiple saves between when I first showed up at the Strip and where I am now and he's not there. There's also supposed to be a bottle of wine I can spike (I was told) and there's nothing of the sort. It will only let me steal wine.

So is this just one of those weird bugs I have no choice but to deal with, or was there possibly something I did on a previous quest that removed Philippe from the game? I'd really like to exhaust all possibilities of getting Philippe to show up so that I don't have to kill anybody to solve the quest as I am doing a Pacifist playthrough.
