As in, how do I get to it?

Nuked both the NCR and Legion in LR, have tried swimming to it and walking to it, no dice.

I assume there is a gate or manhole somewhere I have missed?

IIRC you have to activate one of the canooes in Cottonwood Cove to get there. Not 100% sure though.

Activate the boat by the map marker.
