I have been trying to get the Big Book of Science reward in the quest That Lucky Old Sun, but it seems extremely hard to do, I put it to full region and still no one will talk to me for a reward.

Also there was a strange glitch: As I was coming out of the back entrance of the HELIOS One building, 3 healthy dogs, named Audaz, Calmillo, and Basua, plus 2 mole rats made a lot of noise then appeared out of nowhere completely hostile, I finished them off to find nothing special on their bodies. I reloaded the auto-save at least twice, the first was to check on the strange occurrences consistency, the second to redo the traps on the terminal because a frag mine was set off, and didn't happen again. There was also a dead radscorpion that was stuck in the ground and seemed to follow me like some weeping angel, only moving when I look away.

This not a troll, I'm seriously freaked out about this glitch and the fact I can't get the skill book. Thank You for all the help.

Dunno, check through this wiki quest data sheet and see if you did everything right and in the right sequence. Check the bugs list at the bottom too, sometimes you can find an answer there.
