Just bought the game for PC, and it's not showing up in my L

I just bought the Ultimate Edition on Steam since it's on sale, and when I clicked "install games" after purchasing it, it said "scanning for Steam licensing updates." So I let it do that, but it was taking a really long time. So I looked it up and a lot of people said that restarting your computer will fix it. So I did.

Now, the game isn't showing up in my library, and on the Steam store page it says that I already own the game, and there's a grey button that says "play now." When i click that, it brings me to the New Vegas community page.

I'm really pissed off, because I only had the 20 dollars (got it from my aunt) and I've been wanting this game for a long time. Is there any way of actually being able to play the game that I payed for? Do I have to call Steam support?

Also, Steam says that I have no connection and my friends list isn't working because of that. I suspect the Steam servers got overloaded because of the sale. Will my game show up when I reconnect?
