Could an Imperial ruled Akavir?

Someone, whom I forgot his name, came up with a theory on how that whatever happens in Tamriel, also happens in Akavir. (Though not at the same time.) Now, The Tsacei (Someone please tell me how to spell it properly.) Had invaded Tamriel through Skyrim. Eventually, the invaders were defeated by future Emperor Reman's forces. The survivors then pledged loyalty to Reman, and shortly after, The Second Empire of Men was born. And after a few centuries under Human Emperors, leadershps was replaced with Akaviri Potentates.

Now, Centuries later, Uriel Septim V's Legions invaded Akavir, and happened to be landing on The Snakemen's land. Uriel's forces, much like the Akaviri forces at Pale Pass, were crushed by The snakemen.

Now, could it be possible that the survivor's of Uriel V's army were intergrated into The Tsacie Empire, and over time, one of their desendants, most likely Imperial, took over The Tsacie throne?
