As the title says, how did the Super Mutant Lou in Fallout 1, keep his high intelligence? He admits to the vault dweller that dipping a human into the vats, runs the risk of them losing their intelligence. Maybe it's because he's voiced by the late great Tony Jay, but he sounds very intelligent.

I mean a lot of the super mutants in Fallout 1 are pretty dumb. Like Harry in the Necropolis, he tells you:

Harry: "Hey, you're not a ghoul"

Vault Dweller: "I am a ghoul"

Harry: "ok."

So how did Lou stay so smart?
