Name: Andrew Matthews
Age: Early 30s
six: Male
Race: Caucasian
Height: Around 6ft.
Allegiance: Enclave
Moral Alignment: Lawful evil

Combat Skills: Is proficient with a plasma rifle, plasma pistol (Energy Weapons), as well as most small arms.

Non-Combat: Has an adept understanding of tactics and military intelligence work and also quite skilled in Science. He is also has an adapt ability at speaking and convincing through manipulation (Speech).

Class: Lt. Colonel–-Office of Defense Intelligence

Physical Appearance: Rather assuming in physical appearance, Matthews has short dark brown hair in the “clean cut style,” matching brown eye color, a clean shaven face, and an average build.

http://imgur.com/aGnGo,LbZt2

Personality: Matthews is fiercely loyal to the Enclave and its leadership and particularly the current President, John Henry Eden. He emits an austere attitude about him, which can be somewhat disconcerting to others.

In battle, Matthews is cold and calculating, but has been known to show mercy to enemies who he feels “deserve” it and if it does not conflict with prior established directives. Otherwise, he will execute even injured hostiles without question if the situation calls for it.

Like most in the Enclave, Matthews has a distrust for wastelanders.

Weapons: Standard issue plasma pistol (primary) used when not in combat as a personal side-arm.

Armor: Enclave Hellfire Armor when needed. He usually wears a black Enclave high command uniform (black being characteristic of ODI officers) when not in combat (which is most of the time, since he is a senior officer).

Backstory:

Matthews was born shortly after the fall of the Oil Rig and following the evacuation to Raven Rock. As a result, his entire life has been defined by the East Coast and President John Henry Eden. He has only rarely stepped foot from Raven Rock, which has been his home for his entire life. Growing up as a child of a military officer, Matthews quickly showed an adeptness for command and leadership, which translated well into his military career.

As he grew older, Matthews was eventually enlisted into the Enclave Tesla Regiments and later, the Office of Defense Intelligence, in which he served in the ranks of its Sigma Division. The Office of Defense Intelligence is the current manifestation of what had previously been the CIA in pre-war years, only now has become much more militarized version. Currently, the Office is responsible for intelligence operations and keeping Enclave military forces up to date with information concerning the Capital Wasteland and its surrounding regions and as such, it often as De Facto authority over lesser departments and offices within the Government. Attached to the Office is the elite Sigma Division troopers, which serve as something of its own personal defense force and which are clad in Hellfire armor and serve as the Special Operations troops of the Enclave. Arriving in black vertibirds, they are well trained and well respected amongst the rank and file: if not a bit feared.

Rising quickly through the ranks, Matthews was eventually promoted to the rank of Lt. Colonel, and now serves as the chief officer for ODI. As commander, Matthews will both lead Sigma divisions and conduct intelligence work at an administrative level as the head of ODI. Given his prominent position within the Enclave, Matthews has the ear of the President and is considered a top military adviser.

Edit: Made a few corrections. Its an edited sheet from Enclave rising.

Name: Specialist Ivan Robertson
Age: Early 30s
six: Male
Race: Caucasian
Height: Around 6ft.

Moral Alignment: Neutral
Allegiance: Outcasts

Combat Skills: Uses a super-sledge in conjunction with his power armor when in combat and is quite skilled with small arms, specially the 10mm submachine gun.

Non-Combat: Robertson is specialized in the field of robotics and computers, and can hack into terminals with relative ease. He is one of the chief robotics experts within the Outcasts and is one of the Specialists responsible for reprogramming many of the Outcast's combat robots which they use to supplement their numbers, as well as their defensive turrets.

Class: Specialist (Outcast equivalent of scribe to those that don't know).

Physical Appearance: Robertson has dark black hair in the “blowback” style with brown eyes and a clean shaven face. He has an average build.

Personality: Robertson is usually quite friendly around his fellow Outcast Brothers but can sometimes appear arrogant when it comes to his field (robotics). Often times, he shoos his fellow brothers away from even touching the equipment he is working on and can occasionally be found to be working alone by himself in the lower levels of Fort Independence. Overall he's something of a quirky individual, one which can cause some to be either offended or confused if they don't know him.

As an Outcast, he also has particular disdain for wastelanders (locals) and Lyon’s Brotherhood of Steel whom he believes are complete and utter traitors to the cause. He is singular and driven by the mission of recovering forgotten pre-war technology.

He has something of an on and off relationship with Defender Ann Marie Morgan as well, in which he himself is not quite sure whether or not it is romantic.

Weapons: Super-sledge (primary weapon when in power armor and in combat), 10mm submachine gun (secondary weapon in combat and primary weapon when he is wearing his specialist robes).

Armor: Outcast Power Armor when required (he uses the power armor in order to be able to wield his super-sledge effectively) and Outcast Specialist robes when not in combat.

Backstory:

Robertson was young when the Brotherhood eastern expedition first came to the Capital Wasteland region and grew up in the shadow of Elder Lyons and the Citadel. Initially, he was steadfastly loyal to Lyons and worked hard to better their position in the CW in any way he could. Never would he have dreamed of betraying his Elder.

However, as time went on, murmurings began to stir within the Brotherhood’s ranks as Lyons' leadership and devotion to the original Brotherhood cause was beginning to be called into question. Slowly, Robertson grew to realize just how far Lyons was deviating from established Brotherhood code. The mission, he knew, was not to carter to the whims of wastelanders and to help their primitive and ineffectual communities: it was to gather technology.

As the flames of dissent were lit within Robertson, he soon found a new leader who he could put his faith in and a man who swore that he would not abandon the tenants of the Brotherhood: Henry Casdin. When Casdin gathered all those who felt betrayed by Lyons and asked if they would leave with him to continue the mission, Robertson along with all the rest agreed wholeheartedly. One night then, Casdin and his supporters left the Citadel and absconded with as much technology as they could gather in order to head to their new refugee: Fort Independence.

After taking up residence in the Fort, Robertson was one of the individuals to reprogram the sentry turrets and to generally make their new home into a well-fortified location: worthy of the Brotherhood. Soon, as well, he found his robotic expertise needed more than ever in order to supplement the numbers that the Outcasts had lost when they put Lyons and his “Brotherhood” behind them. It is to these tasks that Specialist Ivan Robertson now devotes his time to with vigor. After all, it is the Outcasts who are now left to continue the mission which Lyons so readily abandoned. If it is in his power to do so, Robertson will see that mission completed.

Name: Shakes

Gender: Male

Race: Caucasian/Hispanic (Hispanic on his Mother's side)

State of Birth: South Carolina

Height: 5' 10 1/2"

Weight: 168 lbs.

Age: 32

Moral Alignment: Lawful-Neutral (Not explicitly a Fallout moral alignment but I've got DnD on the brain right now)

Appearance: Though a little short and lean, Shakes still maintains a well conditioned physique. His eyes are Heterochromic blue with brown spots, a portion of his right ear is missing due to a dog attack when he was 12 years old, his hair is styled into a pompadour and his face bears a menacing yet well groomed handlebar mustache. On his hip he keeps his trusty combat knife, and on his back he wears his plasma rifle.

Personality: Shakes tries to do what's right, but often does what's wrong. Though he refuses to murder out of cold blood, he will resort to intimidation and thievery to get what he wants. For the most part he is introspective, but maintains close relationships with his fellow Lyons Brotherhood members. Perhaps Shakes' biggest fault is that he maintains petty grudges and can be quick to anger.

Class/Role: Scout, he uses his plasma rifle only when necessary and employes long distance observation to figure out enemy movements.

Non-Combat Skills: Shakes takes pride in his abilities to remain hidden, as well as his ability to repair all manner of machinery and weapons. While a little rusty, he does have some training in bartering due to this father being a wealthy merchant.

Combat: While Shakes does carry a Plasma Rifle, he is an average shot with it. Where he really excels is in hand to hand combat, and conventional rifle shooting; he is also handy with knives and hatchets, but he prefers to use them as utility tools rather than instruments of murder.

Clothing/Armor: Recon Armor, around his neck he wears a necklace adorned with Yao Guai claws, and a Bottle Cap. On his left hip he carries a canteen, and on his back he wears a reinforced leather back pack which he stores maps and binoculars in.

Weapons/Equipment: Shakes carries a combat knife, and standard Plasma Rifle. For equipment he carries a pair of binoculars, maps, writing utensils, a canteen, and extra rations. When going on longer scouting missions he brings his trusty .44 magnum revolver and fifteen rounds of ammunition--should worse come to worse.

Miscellaneous: Some Med-X, one Stimpak, and extra ammunition

Allegiance: Lyons BOS

History: Shakes was born on August 5th 2245 in the ruins of Charleston, South Carolina. He was the son of a wealthy merchant who taught him the family trade. At the age of 20 he ran into trouble with a local raider gang and left home to hang with them, it was in this gang he earned the nickname Shakes--due to the effects of Psycho withdrawal--by the age of 27 he had had enough with the gang and snuck away in the middle of the night to head towards Virginia. Arriving in southern Virginia, he heard rumors about a band of high-tech warriors located in the D.C. Ruins. Heading towards the ruins Shakes arrived at the Citadel, only to be turned away. Discouraged, Shakes headed to the Washington Mall to seek out civilization. Instead he found nothing but mutants and Lyons Brotherhood Members. It was here that Shakes would enter the Lyons BoS by providing the current Paladin with information regarding Super Mutant movement and location. From that day forward Shakes would be known far and wide as the luckiest scout alive.

So I started training at something like eight years old, showed proficiency for sharpshooting and wetwork. By 16 I was takin’ things heads off at five hundred plus metres and then when I hit 18 I was made into a full knight and then I was sneaking into enclave places, assassinating, planting explosives and what not alongside the previous. And Ive been doing that ever since. No girlfriend or boyfriend to speak of but I have to admit, Kate does have a nice ass. I can see you scowling right now Rothchild, so Im open in my sixuality, sue me. Done work against muties too. The higher ups won’t put me in a team with my skillset, I don’t know guess they like to keep me floating around to where I’m most needed they pair me up with a spotter sometimes. Have helped the Lyons pride on more than one occasion, Sarah has given me personal thanks on a few occasions, I’m one of the few outside the pride on a first name basis with Sarah she was the one who gave me nickname Leopard– side note just for you Rothchild I can’t comment on Sarah’s ass, never see her out of armour.” Slight laughter is heard in the background from Liza

“Anyway, not much more to tell really I do my job and I do it well. Anyway heading out again soon and Rothchild, if this not suitable I dunno send me another Holodisk, but you kow you’ll probably get something the same back right. Anyway Snow signing off”

Name: Chance Blackwood
Gender: Male
Race: Caucasian
Height: 6ft 1"
Age: 26
Moral Alignment: Morally Conflicted, Neutral
Appearance: Icy Blue Eyes, Clean-Cut Sandy Blonde Hair, and a Slight Layer of Stubble- Large Build
Personality: Good-Humored and Cunning Killer

Class/Role: Support/Specialist
Non-Combat Skills: Skilled in Gambling, Bartering
Combat: Very Skilled Heavy Weapons Specialist and Proficient in Close Quarters

Clothing/Armor: Brotherhood Outcast T-45d Power Armor
Weapons/Equipment: Outcast Minigun & Laser Pistol
Miscellaneous: Carries rotting mutant teeth on a wire whereever he goes; currently being evaluated for physchological concerns.

Allegiance: Brotherhood of Steel Outcasts
History: Chance was born to two young Brotherhood scribes as they ventured east in search of D.C. and the surrounding Capital Wasteland, orginally being considered a shy and emotionally reserved boy whose only goal was to collect as many charred pebbles as possible in order to fit with his overflowing rock collection. Unlike many of the other children in the Brotherhood, Chance cared nothing about those shiny suits of power armor or even about the assembling and disassembling order of a standard AER9 Laser Rifle. No, rock collecting was his passion. Often he would be ridiculed for his strange obsession, fueling his advance into an anti-social life and furthering the notion that he might have a screw loose inside his young head, as considered by his guardians. He didn't care for what others had to say about him and his rocks, they were nothing in his eyes.

For years, his view on life in general remained the blank same, earning him nothing but a pair of holotags and a conscription note from one of the more "troubled" Knight units in the Brotherhood. From there on he served as a heavy weapons specialist, demonstrating his skill in squad support tactics and proving his combat abilities to be excellent. Soon enough he was promoted to Paladin (Due to differences in rank structure betweent the East and West Coast Brotherhood), and served as a valuable asset in an elite field unit tasked with the retrieval of people or objects of interest in Mutant-occupied territory.

Although his field record displayed some serious skill, Chance still did not get along with his squadmates or any Brotherhood members, for that matter. So, when Paladin Casdin escaped the Citadel with handfuls of technology and fellow Brotherhood members, Chance made sure to tag along. It was not two months before Chance was promoted to Specialist and considered one of the Outcasts' best heavy troopers, distinguishing himself in a mutltiude of battles including the one at Fort Independence in which the Outcasts pushed raider groups from the fort and established it as their new headquarters. Now, Chance Blackwood serves as a vital heavy gunner for the Brotherhood Outcasts, and pledges lifelong loyalty to the only man he has ever aspired to be: Henry Casdin.

Spoiler

Name: C.J. "Monster of the West" Shackelford
Gender: Male
Race: Caucasian
Height: 6'4"
Age: 34
Moral Alignment: Neutral pragmatism but often shows compassion.
Appearance: A kind, but bold face. His hair is a red/strawberry blonde color.
Personality: Excellence, integrity, leadership, loyalty, respect, and selfless service.

Class/Role: Mercenary at the moment, but wants to join the Enclave military.
Non-Combat Skills: A great debater and historian, also excels at science.
Combat: The muscular man can often win a fight through brute force, but is primarily an energy weapon specialist. He is familiar with power armor, although prefers to wear lighter (and more agile) armor.

Clothing/Armor: A painted (black with an american flag inscribed) bulletproof vest, with a leather jacket over. He also often wears a mask during his militant endeavors over his nose and mouth. No one knows whether it serves a practical purpose such as resisting radiation, or if it has a more hidden and personal purpose.
Weapons/Equipment: He carries a mysterious grenade rifle that has been converted to an energy rifle. It is like nothing you have seen before. He also carries a red energy pistol as a sidearm and seldom uses a shishkebab in hand-to-hand combat. He is in possession of a mysterious, blue/green energy pistol that is seemingly out of commission. An energy bolt is inscribed on the side of this pistol.
Miscellaneous: He has a heart (with T+C inscribed in the middle) scarred into his hand, seemingly self-inflicted.

Allegiance: Enclave
History: Although born in a western vault, not much is known about the mysterious man, except that he comes from a place far west (in which he will not state) and has been hired by Enclave camps in the past for his combat excellence. He aspires to become of a high rank in the Enclave's military because he believes that the Enclave is the right side. He does seem to devote himself to the idea of old world america, and will go through any means to bring it back. He does not state this openly, but he brought his wife with him from wherever he was living in the West. Since arriving on the East Coast, he has not stayed in one home for very long, but has encountered the Lone Wanderer. After hearing the talk of the Enclave soldiers about the Lone Wanderer and the Brotherhood of Steel, C.J ambushed the Lone Wanderer and kidnapped him, and is currently keeping him hostage until he can negotiate handing him over to the Enclave.

When he was about 14 his mother and father had both packed up and left, bringing Peyton with them of course. Peyton didn't know where they were going but all he knew was that his mother, father, and a large group of people were leaving The Citadel and he overheard something about finding a new home. After a few months, their group stumbled upon Fort Independence, a shining jewel in the middle of Raider Territory. They activated defense systems to help keep the Fort Safe from Raiders and it had worked.

Peyton's father had taught him how to use a Plasma Rifle and also taught him medical skills like how to disinfect wounds, successfully remove a limb, and showed him what medicines helped what sicknesses. At age 18, Peyton learned the truth of why the group had left from The Citadel, at first he was upset but he quickly got over it. When he was 21, his Father was killed in a scouting party who tried to take over all of the Fairfax Ruins. His mother died shortly afterwards of a "broken heart" and Peyton's only family was now the Brotherhood Outcasts. Within six years Peyton became a Protector, which was high up for the Outcasts. However, he couldn't stand being around the same fort every day so he transferred over to a scouting party that became like his new family within two years. He is now in charge of that scouting party and is respected amongst his peers.

Name: Paladin Valentine Fray

Gender: Male

Race: Caucasian

Height: 6'2

Age: 23

Moral Alignment: Good

Appearance: Valentine has the body of a young machine of destruction. Corded muscle lines his body, pulled tight over healthy bones and flexible joints. The soldier exercises so much it seems like a religion to others. No tattoos adorn Valentine's body, though scars are not all to uncommon. His skin tone is a bit paler than average as a result of his only outdoor time being spent in his T-45d. Valentine's facial appearance is one that could be considered attractive, if a tad bit rough. This face is all angles and planes, complete with a well defined jawline and high cheekbones. Atop this face rests a nearly shoulder length mane of hair. Oddly enough, the hair is completely white (naturally). No facial hair rests on the Paladin's face. A pair of green eyes rest slightly to far apart on Valentine's face, giving him a thoughtful look. A cocky smile always rests on the young man's lips, exuding I-am-superior-ness.

Personality: Just as his smile suggests, Valentine believes he is superior to most others, particularly the "savage" wastelanders. The young Paladin has been raised into the BoS's signature white knight mentality. He believes that it is his duty to protect those beneath him. Valentine is the type of man who will slaughter your enemies and then tell you how much better than you he is. He's cocky, though not without backing, and is completely sure of himself and comfortable in his own skin. His favorite person is himself. Despite all of his flaws Valentine does his job well and would not hesitate to sacrifice himself for the interiors under his protection and his brothers, if only so he could be remembered as a saint. IF Valentine doesn't like you he will quickly let you know an usually comes off as a smart-ass.

Class/Role: Squad leader, close to mid range assault.

Non-Combat Skills: A competent combat tactician, good leader (among soldiers), proficient with electronics and mechanics.

Combat: High stamina, quick, skilled with firearms and his M3. Also excellent with his hammer. Valentine's greatest advantage is that he's like a steam engine on the battlefield. Can't operate very large weapons, explosives, and doesn't get the point of energy weapons.

Clothing/Armor: T-45d painted a dull green-brown color. The optics of the helmet are highly modified, allowing for thermal vision, zoomed view, and on-board targeting aid. Over this Valentine wears one of two capes. His combat cape is made of a rough, durable material and is an olive color. His ceremonial cape is soft and velvety with a bright red exterior and red interior. When off duty Valentine wears a black leather jacket over a t-shirt paired with a pair of dark blue jeans.

Weapons/Equipment:
Primary- Chinese assault rifle, un-scoped and kept in good condition.
Secondary- .44 magnum, un-scoped and kept in good condition. Chaos Ante Ordinem is etched into the barrel along with a series of tally marks.
Heavy- M3 recoilless rifle with various ammunition (high explosive, fragmentation, airburts, and illumination). "MOUSE" is etched into the side.
Close- Unique super sledge designed to be wielded in one or two hands. The hammer is a little bit shorter than an arms length with and handle that curves forward towards the end. The head is has rounded edges and one side is slightly larger than the other.
Grenades- 6 fragmentation grenades, two smoke grenades.

Miscellaneous: Pocket belt running across his chest, Messenger bag, power armor repair tools, medkit, caps, and a bottle of whatever alcohol he has on hand at the time.

Allegiance: Lyon's Brotherhood of Steel

History: Valentine was born the year of the Brotherhood's arrival in the Capital Wasteland. His parents were both brotherhood, his father being a Senior Paladin and his mother being a Scribe. Valentine was raised following the Brotherhood's new mentality an the expectation to become someone of importance in the Brotherhood. From an early age the boy showed a adeptness for athleticism and a fascination of combat and protection. His father told him stories of war and the slaughter of Super Mutants, or "demons". He told his son that the Brotherhood was a noble order and was superior to everyone else. Valentine had an intense love for his father, though his mother remained more or less a background figure. So Valentine worked through his time as an initiate knowing that he would take the path of the warrior. His drive was unmatched by his peers, who he played no attention, after all, they preferred to spend their time playing instead of training. When it came time to choose his path Valentine chose that of the knight and was accepted. During his short knighthood the soldier showed his substantial combat prowess and zeal against mutants along with an affinity towards electronics, particularly optics. Then after one particular show of skill against mutants Valentine was accepted to be a Paladin. He quickly showed that he was not a man to be held up at the Citadel protecting terminals. He took part in many raids on Super Mutant camps and was put in charge of a small squad of six other Paladins. The squad, nicknamed The Pack, quickly made a competitive relationship with Lyon's Pride, though they weren't quite as effective. Things remain the same to this day.

History:

“The DoD wants me to record my life until now. Well then here I go. I was born on October 30, 2250, 8 years after the destruction of the Enclave’s base off the West Coast. I used to remember on my birthday getting many presents and the next day getting tons of candy. My family, the Redfield’s dates back all the way to the American Revolution. The Redfield’s are a true and old American family that you are listening to right now and among the many others families in Enclave. Though my mother’s family was originally from Japan and there history is well……….hmmmm, something with a special military unit in WW2 though my Mother never really wanted to talk about. Going to check the archives this week if I can dig up anything on my mother’s story about that………special military unit.”
“Well then, let’s go back on track shall we. I have a brother, William and we were both born on the same day. I have such a nice and handsome brother. Our mother died when we were both 6 during an accidental chemical explosion in the Science sublevels. It was a sad day for the Redfield Family. I remember my father just…..holding in everything several relatives were just……..lamenting her. Her scientific colleagues also visited her funeral and even Colonel Autumn came for a shot visit and gave a small speech on her work and accomplishments for the American people. My mother was a highly respected Biochemist. I remember crying for days and William was just depressed for weeks."

“Years Later when I and William were 12 years old, remember my father coming into the living room with a large box while we were watching Captain Cosmos. My father dropped the box down and revealed…….books. He turned off the TV and told us to “start reading, if I am to leave this world, I must know that I prepared my kids for life.” We obeyed yet in our heads as 12 year olds, didn’t want to read a novel like the Great Gatsby at an early age and Science books on Microbiology.”

“Though in reality, we excelled in school. Our teacher gave us compliments and even our neighbors. I was already reading the Great Gatsby at the age 12 and Ninety-Eighty Four by the age of 14 which by the way, Ninety-Eighty Four will just shock you in every way but an eye-opener. At the age of 16…..I and William graduated from school. We both interned into the Enclave Science Corps and were being taught a class in RR for Doctors.”

“On our 18th birthday dad died while on a patrol on in Downtown D.C. Report said he was killed by a Brotherhood Sniper and…….anger was in us both and we joined the Enclave Army. Still remember a lot of the guys trying to get on me though none of them catched my eye, yet. We rose up quick and became 68w’s. I was in the 2nd Vertibird Assault Team, 1st Infantry Division and William in the 3rd Infantry Division, 8th Vertibird Assault Team. I still remember the days going in fast by Vertibird and out quick.”

“I and William proved our worth in the Enclave and we rose to the top quick. I got the nickname, “Lovelace” after one of my teammates referenced me to an old English Mathematician from Britain. Need to check the archives. We both became Lieutenants and as of right now have been currently working in the labs. Well, that’s about it. I have somewhat of a fearing aura in RR. Going on a date with this Captain from the ODI. I wonder how that will turn out. Lt. Dr. Christine Neomi Redfield signing off."
Lone Ranger
Spoiler

Name: Jonathan Hayes ( Also called John )
Gender: Male
Race: Mix of English and Irish, Caucasian ( No accent )
Height: 6'4
Weight: 236 pounds
Age: 33
Moral Alignment: Neutral, can be harsh and cruel

Appearance: As large as he is, Hayes appears gruff with his serious green eyes and his displeased expression. His brows are the same dark brown as the short hair atop his head, never styled or fussed over. A scar runs over the bridge of his average, nothing special nose. His complexion is rather dark, not the norm for his forefathers. There is a five o' clock shadow that spans his face, never allowed too long, colored the same as the rest of his hair.

There is a good amount of muscle on the man after his many years of serving proudly with the Brotherhood from a lowly Initiate all the way to Senior Paladin. Some scars dot his torso from past conflict though his face bears none.

Personality: Hayes was once more fun, one to joke, he enjoyed life greatly and more openly. However, with the years of protecting locals, gaining little in the way of technology and culminating finally in Lyons' going full-native, he went much the way of Casdin. Embittered with little hope Hayes became less trusting and frustrated with how things had been going. He'd always believed in the Codex, seeing Lyons forget its importance angered the man and his disgust in locals has changed him. Much like his brethren, Hayes dislikes mutants and all outsiders but takes it to a higher level.

He despises mutations such as Ghouls and anything of their nature, most of all Super Mutants. His spirits are kept alive by his belief in the might of his people, the true Brotherhood, and their goal of recovering and maintaining advanced technology. Hayes greatly enjoys studying technology and takes great pride in his abilities as a warrior, favoring unorthodox methods in combat. Chief among his passions are Power Armor and energy weapons, he holds his modified black and red Outcast T-45d armor in extremely high regard as well as his weapons.

Despite his outward brusqueness, John cares deeply for his brothers and sisters, valuing their lives just as much as a possible technological find. Raised to be tight-knit with his people, Hayes watches for them and never leaves a man behind. He can be harsh with his soldiers but would lay his life down for them.

Class/Role: Infantryman, using laser weapons for mid-close range combat. User of assault tactics and major employer of guerrilla war-fare.

Rank: Protector ( Directly beneath Casdin )

Non-Combat Skills: Hayes greatly enjoys the study of military technology, specifically energy weapons and Power Armor. He knows how to use them and repair them both. In a pinch he can also patch himself up but is not the most proficient medic.

Combat: From being a small boy, to Knighthood, to Paladin-status, John has always been fascinated with laser, plasma, pulse and gauss technology. Thus, that wonder grew and resulted in him joining the military ranks of his order. Hayes can make full use of energy weapons, most well-versed in laser weapons after being forced to abandon plasma tech ater arrival in D.C. Though not many of his people are, John is quite skilled at melee combat, using weapons such as military-grade knives to dispatch his foes.

Clothing/Armor: A full suit of modified T-45d Power Armor, painted the red and black of the proud Outcasts. Fastened over the right shoulder pauldron is a deathclaw skull, around it various T-45d metal plates to cover the undersuit even more, making it ( if only slightly ) more protective while adding the respect factor. On the left pauldron, which is more heavily armored with extra plates that cover further down the arm to protect the arm Hayes must bear when firing his rifle, is the Outcast emblem, displayed for all to see. Aside from the deathclaw skull, the armor is not patchwork, only added plates and such in certain spots to reinforce key areas. A T-45d helmet pained the same colors accompanies the armor into battle.

Weapons/Equipment: Hayes carries a modified laser rifle, it is more potent as well as faster-firing than the run-of-the-mill AER9, thanks to his work on it. As a sidearm he brings a more advanced Wattz 1000 laser pistol, which he has owned since his days as a young boy on the West Coast, much preferring it over the clunky AEP7. The Wattz is actually stronger than the supposedly superior AE-series as well as having a larger effective range and magazine-size. For melee use John brings an extended knife, machete-length, that is able to slice through anything short of combat armor. Inside the armored ammunition box at the waist of Hayes' armor are 3 or 4 fragmentation grenades.

Miscellaneous: Micro-fusion cells and small energy cells to fuel his weapons. Some Med-X syringes in case of emergency as well as stimpaks.

Allegiance: Capital Wasteland Brotherhood Outcasts

History: Hayes was born in 2244 on the West Coast into the Brotherhood of Steel, narrowly evading the turbulent time of the Enclave boogeymen. His mother passed during birth, he never knew her but his father was a constant. After his birth, John's father treated the boy grandly. At losing his wife, the man focused on treating his son well and cherishing what time he had with his boy. Since he was a rather seasoned Paladin, Hayes' father taught his boy what he knew in preparation for training, urging the boy to join the military branch rather than go the Scribe way of things. From a young age, John had a special affinity for science that evolved into military technology. Laser and plasma technology were marvels to him, the other Brotherhood children thought it was odd but didn't tease him for it.

Under his father's wing, John was imbued with a love and respect for the Codex and the ultimate goal of the Brotherhood. Hayes' father also instructed him in the history of their order as well as telling war-stories of his limited engagements with the Enclave, black power-armored death-machines. Their technology far surpassed the Brotherhood's, which was thought to be impossible, the order had been the authority on advanced tech for more 130 years after the Great War ceased human development. Then, out of nowhere came the Enclave, soaring onto land from the dead ocean. After a brave youth foiled them, John's father as a Paladin assisted men of the NCR and fellow Paladins in hunting the forces of the once-mighty down. The senior Hayes spoke in reverence of the tenacity and sheer will of the Enclave soldiers but remarked that the Brotherhood could fell any foe, no matter if they had superior arms, which had only been seen one time.

John grew to respect the power of the Enclave, but they had done vile things. He grew to understand their need to but dreaded that such an entity had possessed such advanced arms. The Codex would not allow the gross misuse of the technology, therefore Hayes would not.

When he was of age, the boy entered training to become part of the Brotherhood's military force. He followed instructions to the letter, his mentors spoke well of his eagerness to learn as well as his innate ability to work with mechanical parts. John preformed as well as he could, his brothers and sisters took a liking to his outward brightness, he cared for them and was the one to offer encouragement to his comrades. He cared for them and loved the people that were the Brotherhood, they made it live, breathe. Hayes was engrossed in his various works. Still a young man, he moved quickly through fields of combat studies, taking a liking to Power Armor, namely the T-51b and plasma rifles and pistols. Though he rarely handled the weapons, he read texts from the library of Brotherhood knowledge on them. His father worried he would become more Scribe than warrior.

When he was only 11-years-old, John's father was selected by the Elders to become a part of an expedition to the East. Their mission would be to establish contact with a lost Brotherhood force that had been vanished some decades earlier. The young Hayes knew of these people, their story until their disappearance rather, and was sad to hear of their fate. The team was also tasked with investigated the ruins of the former capital of the United States, when the States actually existed, that is. There, they were to uncover advanced technology and see to it that the rumors of the thought-dead Super Mutants, were unfounded. His father packed he and his son up and they went along with the assortment of Scribes, Knights, and Paladins to search for the lost expedition on the way to D.C. They were lead by a bright Paladin named Owyn Lyons who brought his young daughter. The senior Hayes enjoyed the company of the parties' leader, respecting him and the way he commanded his men. John grew to be a very big fan of the Paladin as well and sometimes spent time with his daughter, Sarah. It was a game of his to entertain the toddler as they trekked.

Along the way to D.C., the group never found a trace of the lost brothers and sisters. The trip was long, arduous, but it was an adventure for the boy. John played scout for the team, never venturing far in front as the real scouts did, he felt important all the same. It took many months but finally, the expedition neared their destination, before that though, they had to make their way through the raider and mutation-infested ruins of Pittsburgh. One night, John and his father were sitting by a fire with Lyons and his men, his daughter beside him. Lyons spoke of carving a swathe through the area now called; " The Pitt ". Hayes senior, seeing their filth and squalor, agreed. John had been raised to loathe mutations and followed his father's opinion. That night, while the den of scum and vice slumbered, the forces of the mighty Brotherhood swept through the city. They cut down anything that threatened them, annihilating all the wretched raiders and mutants. Through this large attack, they only lost man, Ishmael Ashur. John was saddened to learn of his passing, as he had grown to like the man, he was a kind and gentle soul.

" The Scourge " as it came to be called was swift and decisive, the Brotherhood used their extreme superiority in the weapons, armor, and training sectors to overwhelm the pitiful bandits and lowlifes. Along the way, the rescued the seemingly non-mutated children and brought them into the safety of the fold. After taking what they could and saving youths along the way, the Brotherhood forces continued their journey, arriving in D.C. later that year. John was frightened at the horrors he'd seen on the expedition and nothing about the former-capital assuaged any of his worries. His father reassured him and shortly after their arrival, the Brotherhood found the Pentagon and established it as their base of operations. To secure it, they had to drive back the Super Mutant horde, which was alive and well to the Brotherhood's dismay. The discovery of the mountains of useful tech earned Lyons a promotion. The Citadel as it was now known, was a treasure trove. John delighted in it all and scoured the place for gadgets.

Hayes, now in the Capital Wasteland, found himself of age and far enough along in his training, to decide whether to become a Knight and experience battle or a Scribe, learning the ways of technology. He loved weapons and armor, anolyzing them for study but knew the only way he could directly serve his people in this new frontier dominated by mutants, was to become a warrior. It was the only way to protect what and whom he loved. John's father was proud and supported him. It was then that the boy began his ascent though the fighting ranks of his order, Journeyman Knight upward. His friendship with Sarah continued as they grew older. To commemorate the event of John becoming a part of the military, his father gifted to him his personal Wattz 1000 laser pistol, saved since the days on the West Coast. Hayes prized the pistol and held it dearly, favoring it so very much more than the pistols found in D.C.

As a Knight, the young man combed various ruins with his squad to try to find anything worth note, they had some success but most of their time was spent staving off mutants. Now that their gear from the journey had worn and been damaged to the point of uselessness, the Brotherhood had to use the outdated T-45d Power Armor suits that they'd recovered from old military depots and bases. Hayes loathed having to revert from the pinnacle of Power Armor to the vastly inferior yet abundant infant form. The weapons they'd carried also degraded but thanks to vigilant maintenance, the Knight only had to take a new AER9 rifle, replacing his old P94 from the West Coast stores. The others took assault rifles, absolute garbage compared to a laser weapon but not Hayes, he'd not stoop. Supplies dwindled and the Brotherhood's forces had to downgrade to equipment that would be considered only for neanderthals back West.

Through valor in combat, John progressed to Knight Sergeant and commanded his own men much to his father's approval. It was just short of a year when Hayes lost his first man to a brutal Super Mutant brute. The young man's name was Williams and ever since that horrendous scene of hid death, John changed forever. The mounting stress at shoddy armaments and general dislike of Lyons' care for worthless wastrels combined to alter the young man's outlook on life. The death began to show his ugly, bitter side. He still risked life and limb for his men, he also stayed the truest he could to searching for tech. Lyons increasingly foolish leadership doctrine did not allow for this often however. It was displeasing but Hayes had faith Lyons would change, he held his oath to serve as his reason for continuing with Lyons' game. Time passed and John became a Knight Captain, assuming more responsibility.

Striving for the most important of the Brotherhood military, John yearned to hold the title of Paladin, the greatest of his orders' warriors. His care for tech did not diminish the slightest, he gained a reputation for his interest in his weapons and such. The bitterness however stayed, rarely shown to his men even though they too were unhappy. Hayes tried to keep his soldiers content while on patrol, trying to reassure them that everything would turn around. With faltering morale and Lyons' insistence on protecting the locals from the Super Mutants, the soldiers weren't at all in a good way. Everything it seemed, was strained to the breaking point.

The day soon came when Hayes saw his promotion to Paladin, the happiest day of his life. After an assault on a mutant-riddled ruin, he found that they had been guarding a weapons cache, filled with suitable arms. Only the odd laser weapon but plenty of ballistics. Lyons saw the worth in the find and commended John on his bravery and his extremely low casualty-rate. All was not well however, the new weapons only slightly alleviated the issue of arming each soldier and staying to protect worthless little villages. Eventually, to the anger of the D.C. detachment, the Lost Hills Elders learned of the way things were going in the ruins of D.C., disowned Lyons and stopped sending aid. All due to the way Lyons had abandoned the goal of gathering technology.

This enraged Hayes himself as well as his father and large number of others. Paladin Henry Casdin was outright seething at the event, he almost came to blows at the news. He formulated a plan with like-minded Brothers and Sisters to secede from the sinking ship that was the current Capital Wasteland Brotherhood chapter. Hayes was among them and agreed to leave with Casdin and the defectors. It pained him to leave the men he cared for but saw they were being led by an old fool and could not follow their path. Later that night, Casdin, Hayes, and a number of others including Rococo Rockfowl and Scribe Olin, both were people John knew and trusted stole away into the darkness with all the tech they could carry. They were determined to follow their duties and uphold their oaths. They'd do right by the true Brotherhood.

The group trudged through the wasteland, heading for the dilapidated remains of a fort that was supposed to be rife with technology. Hayes and the crew easily cleared away all who dared accost them on their mission to find a new home, away from Lyons' lunacy. Those who left were strong, among the best of the Brotherhood in D.C. with a steadfast leader to rally them. John walked away from the place he had once called home for what he believed in, away from his father even since the older man had not cared to leave. It was unfortunate and it was disheartening but they loved each other as much as father and son could and they parted on good terms. Hayes would also miss Sarah, they'd been good friends for quite a time and she had helped him stay afloat after Williams' death. There was also ol' Kodiak whom he'd miss as well. The team fought its way into the ruins surrounding their destination that was Fort Independence, aptly named. Raiders encompassed the entirety of the area but were mercilessly slaughtered if they dared try to attack, they were pushed away only for few to return.

Inside the fort, the dissenters stored their taken technology and reactivated the defense systems of their new headquarters. Also hidden in the old base were various robots, which were booted back up to serve new masters. The assembly of former soldiers and scientists declared themselves a sovereign entity, entirely unlike the naive white knights. Casdin named those he deemed fit the new rank of " Protector ", the highest in the new order, the others " Defender " as more junior fighters and " Specialist " was awarded to former Scribes. Since Hayes was formerly a Paladin and had proved his worth by viciously defending his new comrades, Casdin titled him Protector as well as a few others. It was also decided that they would paint their armor and their robots black and red, to symbolize their departure from the Brotherhood. The deserters began work to restore the fort and extract its tech as well as any nearby.

After this night, they became known as the Outcasts, a name they bore with dignity and pride. Their mission was actually furthered once more, without Lyons to hinder them with local problems. It was at this time Hayes noticed a young man by name of Chance, he took a liking to the boy despite his unsocial attitude, it made them alike in a limited way. None of the others much cared for his quietness but John cut him slack and recognized his skill. The two became alright friends, the first new for Hayes since the Protector had left his old behind, with only few walking the same road.

John ventured into ruins to recover all manners of tech, serving his people as well as he could. He was still rough on the outside but felt close to his men and cared for them all the same. With his newly painted T-45d he decided to take a trophy from an assignment deep into dangerous territory, that danger turned out to be Deathclaws. After showing them the exchange-end of his modified laser rifle he took a skull as a prize. Adding to his armor and tinkering with his rifle and pistol was what John called making the best of what he had, wishing the supplies from the West had lasted. In truth though, the old tech had grown on him. As such, with lesser numbers, Hayes familiarized himself with guerrilla warfare, enjoying the way terrain could prove the advantage in battle, saving lives in the process.

Now, he seeks to advance the will of his people, the will of the Codex. He always gets his soldiers back alive and dreams of a day when the Outcasts can finally return home in the West, free of Lyons' fruitless wars.
