I've searched just about everywhere for it.

I found alot of links but every single one, even the more "official" one on Speedyshare, is dead. There is no other official release download site or thread for either of them that I could find (That wasn't dead or timed out).

Really svcks cause I see them referenced everywhere and tons of screenshots feature them, but there is nowhere to get them.

I believe they are included in the latest beta revision of MGE. You might want to scope it out. =)

The Speedyshare link in the http://www.gamesas.com/index.php?/topic/1090169-morrowind-graphics-extender-mge/ thread, in the OP's "Related Downloads and Links" section works fine for me.

As Devlin mentioned, they are also in the SVN builds of Morrowind Graphics Extender since revision 118.
