Idea: Perks when leveling up.

Here's an idea for an alternate leveling system that I'm making, I'm posting this here to get some feedback on the idea.

So, perks. Each time you level up you get access to three perks. Each level will have its own selection of 3 perks and they will never repeat themselves. You may only choose one of them.

Perks will not cater specifically to class choices but have a varrying range of effects, they will range from attribute and skill increases, to permanent spell effects to granting abilities similar to the racial abilities.

To balance the mod all level multipliers will be normalized to X2.

For example the level 2 perks I'm currently working on is:
Jack of All Trades: +1 all attributes.
Investor: +1 health and magicka per level.
Lucky: +10 luck.

You may only pick one of them.

Other examples of perks I'm thinking of applying, don't know which levels to put them in:

Quick Learner: +5 all skills.
Reflexes: Santuary 5 points lasting forever.
Magical Affinity: Spell Absorption 5 points lasting forever.
Bloodrush: When hit by physical attacks gain Fortify Speed by 5 point for 3 seconds.
Initiation: +20 health, +20 magicka.
Regeneration: Restore Magicka and Health by 1 point per second lasting forever.
Concentration: Ability: Grants +40 Agility, +40 Willpower and +10 Speed for 10 seconds. Drain
Fatigue by 4 points per second for 10 second.
Blood Magic: Ability: Damage Health by 30 points. Restore Magicka by 60 points.
Trekker: Restore Fatigue by 5 point per second lasting forever.
Phantom: Ability: Sanctuary 100 points for 3 seconds.

I'm also looking for suggestions because I need around 50 perks and I have ideas for like 10.

sound interesting how do you plan to implament it through script ? do you plan on doing it through an object or through natural level progression.
