Fallout Online. If It Happens, What Should It Be Like?

Ignoring all the signs that a Fallout Online Game wont be happening, if by some off chance it does, what would you want it to be like?

For me, I don't think a traditional MMO system would suit the game. Fallout Online should be a survival situation like DayZ, where your thrown into the game world and forced to find what you can in ruined buildings, and that the player can make the choice of being either a bandit or a hero. As well as this, there should be various factions you can join in the game world. You should be able to be a Raider, to a member of the Enclave. Of course, if you die, you lose everything and have to do it all again.

At best, 4 player pvp/co-op like Diablo had on the original Battle-net; at worst 4 player pvp/co-op like Diablo had on the original Battle-net. The Fallout setting is of a depopulated post apocalypse... It just seem odd (I mean really bizarre) for 50 people running around (fresh spawned) in blue leotards http://i271.photobucket.com/albums/jj125/Gizmojunk/FalloutMMO.jpg by the few campers with higher level gear.
