I could have easily asked Bing, but I didnt!
Where ever I go, there are ALWAYS atleast 2 of these mercs waiting for me.
Its not that I dont mind, but what causes them to find me?

Having a high Karma level causes them to spawn.

Similarly, having a low Karma level causes regulators to spawn.

How can I check mah Karma

It's in your pipboy.

Click on stats, and then go to the general section. It should show your Karma on the right hand side of the screen.
