Control Rebind Useless

I don't play on WASD. That means that when I buy a game, I need to be able to rebind the controls. This isn't very much to ask. ALL GAMES post 2000 have this ability.
So when I tried to rebind the controls for FNV, I was surprised to see that although I can use IJKL instead of WASD to move around, ALL OF THE OTHER context sensitive uses of the keys WASD are retained. That means that I cannot use IJKL instead of WASD for interacting with containers, using VATS, using the pip-boy. It isn't possible. Therefore being able to rebind WASD is COMPLETELY USELESS because I still need to slide my hand across the keyboard to WASD whenever I want to use the keys for anything other than movement.

So I changed the actual system binds using the registry, using programs like MapKeyboard and KeyTweak and the game STILL acts as if I am pressing IJKL instead of WASD, EVEN THOUGH I have rebound them at the registry level.

I have 8000 subscribers on youtube and I wanted to do a "Let's Play" of this game after buying it AGAIN (I already bought it for the xbox 360), but now I can't. Can someone please tell me how to solve this simple issue or is this game so badly designed/ported that there is no way to fix this?
