Game Crashes on Chief Hanlon Suicide

I'm about to finish the Return to Sender quest where you confront Chief Hanlon (in Camp Golf), I tell him I'm going to have him arrested, but he then locks the door and starts a speech over the intercom. I assume he's meant to commit suicide after the speech, but it's bugged.

There's something causing the whole game to crash when he gets about half-way through his speech, and it always happens in the same place (as he's saying "I thought I could help us get out of here, but it didn't work out") then the audio goes stuttery and gets stuck in a continuous loop (I have to restart the PC in order to get my sound system back to normal cause the noise just keeps going even after the game is off) and the game crashes to desktop. I've done it at least 3 or 4 times now and it's always the same. I've looked up the bug online and it says there's a known problem with that audio file, but it doesn't seem to offer any solution, so what can I do here?

Is it possible to remove that audio file from the game? (where would it be located in the folder). Or is there any other way around this? Because I'm currently completely stuck.

Oh also, I'm using the Steam version of the game with all addons, but no mods of any kind (Windows 7 64-bit, I7 Ivybridge CPU, 16GB of RAM, 2GB GTX 680 GPU, Xonar DS Sound Card).
