As the title says what character really says Fallout to you?

Mine would be The master he is pretty messed up and has a bizzare ethos on humans and progression but he has merit in his thoughts and is a very grey character that on the outside may appear to have licentious goals but is just doing what he sees as correct (proved by the fact he tries to let you escape before he destroys the military base).
