Flight 100

Good morning!

Quick (and hopefully easy) question. Does anybody know if setting a creature's Flight AI to 100 makes it immobile (until it gets "pushed" into fleeing)? That seems to be the case, but I'm not sure if this is the cause, or if something else is doing it. Any suggestions and/or linkage to help/tutorial sources appreciated!
