Strength attribute drained, no disease or curse involved, he

I was using Adul's Advanced Combat mods and noticed this issue: when I was in a fight with a slaver, when I take damage, I take injury effects (attribute drains and such) which go away when the player has a certain about of HP left, 70% or something. I noticed a bug, as was mentioned in threads I ended up reading about the mod, that some of these attribute drains don't go away after healing. Which is what happened to my character.

So I went back to a previous save where I had less permanent damage and removed the mod. I didn't notice at that time, but later realized that I had 34 strength and 180 encumbrance when I could have sworn I have 220 encumbrance and some strength higher than that. I'm playing an Argonian monk, so strength isn't my biggest stat and 180 encumbrance is agreeable, so I kept playing.

In the Ashlands I got a blight disease, -20 to Strength and Endurance, my encumbrance now 70. I go to Gnissis and get cured, my Endurance is fixed, but my Strength still sits at 14, despite going to the Cult, the Temple and potions. I Looked through several threads and forums looking for answers, but most actually involved a lingering curse, or were fixed by unequipping stat boosting items (I have none) then getting an attribute restore at a cult (did that several times).

In the character window, my Strength stat is highlighted in white, not red like diseases and drains, the other stats are in the usual morrowind drab-yellow text color.

Any ideas on how to get my strength to what it should be at? I'm not really sure what it should be at right now myself. Perhaps a console command? I'm also using GCD mod for leveling, if that might matter somehow. 34 Str is playable, 14 is not, I'd rather not start a new character if I can't help it.
