Tiber Septim's Voice

I am curious as to what happened to Tiber Septim's voice. I understand he lost the power to dragon shouts when an attempt on his life from an assassins cut his throat. To my knowledge it was an assassin from High rock but I thought that I read on someones post something about a Redguard taking or giving him a voice. Is there a truth here or did I just catch it wrong?

I am curious as there is the Nord warrior dressed in ebony wanting to go to Sovngarde (the Nord afterlife) and he strangely has a Redguard voice and I wonder if there was a possible connection.

This is contentious as all hell.

Following the account in the Arcturian heresy, Hjalti Early-beard, ere long Tiber Septim, got all his shouting done for him by the Underking Wulfarth. In order to cover his tracks, he faked the throat-wound after he assassinated his liege, King Cuhlecain of Falkreath, blaming it on that very same Breton Nightblade (rampant speculation on that http://www.gamesas.com/topic/1337654-a-very-private-breton-gentleman/page__p__20147152__hl__gentleman.)
