Why can we see Nocturnal's face in Skyrim?

Isn't it lore that (I'm paraphrasing from memory here) that no one can look at Nocturnal's face, as the depths of it would drive them mad, thus driving her (I know Daedric Princes are sixless) to create the Cowl to prevent such an outcome? Yet in Skyrim we see her face clear as day. Now I understand this is just a representation of herself she wants people to see, like Sheogorath in the Shivering Isles, but still that just makes me wonder why she'd need the cowl in the first place then. Needless to say, I'm confused on many levels. If someone could explain, I would be very grateful.
