Like everyone, I hate turning down graphics settings. It is necessary for games like this, however - I had to turn down Particle effects completely to "low" to get 45+ FPS when the bullets start flying.

Having done that, I'll admit I'm seeking consolidation in knowing that I'm at least running the game at console-quality graphics, particle effects wise.

Do you guys know if the console versions graphically look better than the "low" preset for the PC version's graphics?

at least you got it running at 45 fps. on console i can guarantee you wont get close to it. what is your current pc setup?
