Hey I just got Oblivion Game of the Year, but when I downloaded it Knights of the Nine didn't pop up like all the others!? What happened, and what can I do? Thanks for the help.

Are you referring to the in-game message? If so, one in-game day has to pass before the message will appear.

Yes but multiple day have passed but still nothing. What is the first Quest for the DLC called?

Kotn has no message pop up out of air really.
Try talking to people priests and guards are best I think and see if Chapel attacks or likewise pops up in dialogue topics, or just head to anvil and see if some guy is stood opposite the church there yelling.

Only just right though, I started a new character to play around with after posting, in the middle of a ruin I got the small "New Topic: Chapel attacks" message on the top left of my screen.
So a message does appear just one that you can easily miss I suppose.
