In FO2 we are basically given what the personality of the VD was. To me, he is kind of like the Survivalist in Honest Hearts. Kind of a loner, pretty good at fighting and fairly intelligent.

We don't know a lot about the CO, but I think with what canon evidence we have from the games, we can come up with a fairly educated guess.

For example, I kind of view the CO as a born leader, smooth talker stealthy type, above average combat abilities.

I get this vibe because we know from FONV that Navarro existed post FO2, so the CO didn't go in there guns blazing and more than likely used a combination of stealth and fast talking.

We also know the CO met the requirements to sleep with Mrs Bishop or the daughter or both.
Which I think can be accomplished with Charisma and/or Str.

We know New Arroyo is still around so it didn't fail, and possibly thrived and is maybe independent from NCR. At least I don't think there is any mention of NA being a state or part of NCR.

What are your thoughts on the CO, and what about the LW?

Really my only opinion on the LW is that the LW should be a female.

You can give opinion on the courier also if you want, for me that is the hardest to get a feeling for, and is potentially the most "darker" of them all.
