What's the point of Forlorn?

Why did Oliver even set up Camp Forlorn Hope? It seems to only divert troops (especially Veteran Rangers and Heavy Infantry) from the Dam where they are needed. Why even set up Forlorn Hope?

Because it is a strategic location and it sees alot of action.
