During my last playthrough I noticed that the two main slavers in the game were both black (African American).

I just put this down to co-incidence until I went back to The Pitt DLC only to discover that the main slaver there was...African American.

The evidence:

Eulogy Jones, leader and main slaver at Paradise Falls

Leroy Walker, in charge of hunting down escaped slaves

Ishmael Ashur, head slaver of The Pitt

This seems way too much to be accidental. I seriously don't think that the FO3 developers are racist, but I'm puzzled by why they made this choice. What were they trying to say?
