If function with enabledisable based on the presence of a sp

Would it be possible to attach a script to a door to be enabled ONLY IF along with the mod is run ANOTHER specific mod and if the second mod is not detected to disable the door?

No, the script wouldn't work if the other mod wasn't activated, since it would be looking for something that didn't exist.
Probably crash your game upon entering the cell. (or at start-up)
