Turns out that the 300 series drivers caps how high you can overclock on the 400 and 500 series cards. The cap is 999mhz. To prove this I installed driver 296.10 and was able to overclock to 1095 on my gtx 560 ti. I reinstalled drivers 310.xx and now it's capped at 999 again. What the hell? With my card at 1095 I run my games faster than with driver 310.xx at 999. I guess in reality the extra 96 mhz isn't a big deal but if I had water cooling I could easily go higher.
