Bullet Regeneration multiplier?

I'm doing some more simple weapon customizations, making a host of GRA guns, like the Marksman Carbine, regenerate their own bullets. i figured out through a period of trial and error that the higher the value in "regen", the slower the bullets regenerate.

To test my theory, i set a minigun to "0.0001" WITHOUT closing the dialogue window and then reloading it to check the settings, like i usually do. i start up the game and the regen was fast enough to give it a virtually unlimited firing cycle.

I then went back to the Marksman Carbine in G.E.C.K. and set it to "0.1", approximately ten rounds per second. i close the window and the reopen it to make sure i got everything right
and "Regen" went back to 0.

Now the thing is, i assume regen went back to 0 for the original test with the minigun, but it still functioned.
I havent tested the MC, but can someone tell me if the "regen" multiplier keeps the decimal input and simply shows it as a zero, or does it reset and did i simply get lucky with the minigun?
