Explain this scaling thing please,if you can?
Skyrim's system is more complicated in that NPCs have a minimum and maximum level that they can be. So say you're level 5 and a bandit's level range is 10-20, then the bandit will be level 10. However say you're level 15, then the bandit will be level 15, and if you're level 50, then the bandit will cap out at level 20.
You also have encounter zones, meaning that the levels of the NPCs you meet will "stick" to whatever level they are when you first entered the zone. So say you enter a cave at level 5, and all the bandits have a range of 10-20, then the bandits level will be 10. However if you leave and then re-enter the cave at level 60, they will still be level 10. It's so you get a feel of coming back when you're a higher level.
Oblivion's system is much simpler. You have levelled items and levelled characters, they don't tend to be within any kind of range. So bandits will constantly get stronger with you each level, and they'll start spawning better items with each level. So you end up with ridiculously OP bandits with daedric armour, which is pretty ludicrous.
