Here is the strange thing I noticed. Standing in certain areas of the opening map in campaign mode I'm locked at 30fps with it sometimes dropping to 10 fps......... But if I turn like 30 degrees to one side BANG im pinned at 60FPS (VSYNC on) something isn't scaling properly in the game...

switch in-game v sync off, and use adaptive v sync if you have it through your AMD utility.
also use ther CVar configurator to tweak your settings better.
