Questions regarding Snow Elves>Falmer transition

When you first meet Gelebor he tells you the following things:

-Snow elves were at war with the Nords.
-When the Snow Elves started to loose the war, they turned to the dwarves.
-The dwarves said they would help but only if it meant the blinding of there race.
-Gelebor then mentions that he retains his sight because it took sometime for word of the proposed bargain to reach the chantry.
-Then he says it took generations for the Snow Elves to turn into Falmers.
-He goes on to say that his remaining fellow Snow Elves where slaughtered by the Falmer who stormed the chantry.

I find it hard to believe that the Snow Elves residing in the chantry did not know of the bargain for a few hundred years. Also why would the Falmer attack them? Can anyone please fill in the gaps?

You find it hard to believe that a group of people, who live in a magical valley, whose only entrance is a well hidden cave, that's protected by magical teleportation gates, wouldn't hear of the deal until long after the people who live in all the normal cities did?

Why wouldn't the Falmer attack them? The Falmer hate anything that isn't them, and they are mutants, so normal Falmer are not them............
