NPC for dummies. Still trying to learn

Why are some ref characters appearing green in the geck ? eg : in Megaton Children of atom or Common house
In game they are normal, the green effect appears only in geck. They are not levelled and don't use any template.

Also, something I found Browsing the NPC with FO3edit and really don't understand: some NPC are flagged "Can't wait / Platform Specific Texture". What does it mean ? It appears on some of the characters I created myself. Should I remove this flag or not ?

And what about the encounter zones ? I would like the NPC or creature spawn and respawn at the player's level, not at the one they were when the player first entered the area. Is it bastante to remove the encounter zone from the cell and the actor and to set the levelled actor to "none" ?

By the way, what is exactly the effect of selecting "none" for the levelled actor ? I see medium .75 and hard 1.25. So I suppose none (white M) means 1.0 and the levelled actor is at the exact same level as the player. Am I right ?
