I just survied this barely on Very Easy (High perception and Agility character with courriers stash) by running backwards from deathclaws into a vault.

Has anyone survived this on a low level character on Normal or above?

What level are you? On early levels your not supposed to go anywhere near there and you should have gone to Vegas the normal way (through Nipton and Novac) or snuck around through Black Mountain.
