How do I manual tag enemies?

Up on directional pad pulls up visor. Then you must keep the enemy in sight for half a second. Provided they aren't partially behind cover. I wish I could tag people if they are behind a railing.

You have time to tag? I rarely use tag if im not pushing objective i getting into position to provide overwatch or marking flank. Is tag effectively incorporated into your games as an individual or team? I may have to look at my use of it if its being effectively used by you guys

Then I think it's broken. I've been staring at players with the visor and never once had it tag them. I end up randomly pressing buttons. Probably should've read the Digital Manual.
