I've been looking for 4 [censored] hours now because Beth couldn't be asked to put a quest marker on him. I've checked every cave and spring in the game and he's not [censored] there!!! Where is he?!?!? I should have known, Beth specialises in this [censored] [censored].

Do you have the quest active? If not, you won't get a marker.

He is in one of 12 locations, if the quest is active, otherwise he wont' spawn there either

Yes, he does have a questmarker on his location.

Do you have Dragonborn installed? Because sometimes he goes to Solsthiem.
traveling to Solstheim will result in the marker appearing normally at that location if the quest is active.
