Legats camp is the ONLY location I'm not able to get to, what gives?

I'm at the end game stage (no, I haven't accepted the Point of No Return choice), I've been to every place on the map, except Legat's Camp.

I can't find a way to climb there and I can't fast travel there of course.
I've tried crossing the river and climb up as far as I can and get no where.

Any hints would be great.
I have none of the DLC loaded, just the basic original release of the game.
BTW - If I was to purchase all the DLC's, they'd cost me an additional $65!!!!
Don't you think it's past time to drop the freakin prices on those?

You can only go there during the final battle on Hoover Dam (glitches / console commands aside)
