Should Hearthfire have included the option to rebuild Helgen for high level characters and allowed them to become Jarl? I know I know Jarls often sit down all day doing nothing but I doubt they would take away the option to adventure. And by rebuilding Helgen I dont mean you hace to build every housr but more so little sidequests to bring in settlers and merchants. Choosing banner colors and appointing house carls and stewards to run things while you're away. Maybe choosing sides in the war and having design guatd uniforms. I think that wouldve been cool.

Having Helgen rebuilt sure, being a kind of leader why not, but you shouldn't become a jarl because Helgen is a part of Falkreath hold. Not eing Jarl wouldn't stop you from managing the town and earn some gold (not that it's hard to get gold anyway).
