Is the Fallout 3 .esm file untouchable?

Simple question, Is the Fallout 3 .esm file like the Holy Grail? In other words, is it the one you never touch or Uncheck when you're in your FO3 Launcher/ Data folder?

What does it do, in laymens terms?

That's the gameworld right there: the capital wasteland, the quests, the objects, the critters, the NPCs, etc. :)

Feel free to untick it, but don't expect the game to load after it. It, effectively, IS fallout 3. Every item, every effect, every weapon, everything.
