Should there be ruined books in Skyrim?

The presence of so many ruined books in Skyrim gives it the feel of a post apocalyptic place like fallout.

It is uncharacteristic of any other TES game I have played for them to be so widespread. It's as if a nuclear accident occurred.

My question here is, are there others who feel those ruined books are out of place in a TES game?

The only places I recall seeing ruined books are in ancient nordic ruins that have been abandoned for thousands of years.

And due to the age of said ruins, I frankly find it more surprising that there are intact books in them at all!

Ruined books in say a ruined fort or a burial tomb makes some amount of sense, though it doesn't make sense that there are normal books in tombs that haven't been opened in centuries.
