Unlikely in my opinion the Argonians are isolationists by nature. An Argonian army force supported by the hists (which would be necessary to be that powerful) seems highly unlikely. The only reason they invaded Morrowind was to take back some swamps in the most southern and contested area's of Morrowind and perhaps to take revenge for the thousands of years of slavery. An attack against another province, or even a second attack on a now stronger Morrowind seems unlikely.
Also the data we have on the Argonian strength is easy to overestimate. We know they closed Oblivion gates, but we don't know how many gates opened and we also know House Telvanni was quite successful in closing Oblivion gates and that one random hero from Cyrodiil was absolutely amazing in closing the gates, so that on its own means nothing. Not unless we get more data. Then there is the attack on Morrowind, we know very little there. We know they are no longer present, we know they didn't succeed in destroying even a single House, or holding any mayor city.
They did succeed in a sacking Mournhold and some scouts even got as far as Vivec but what was the opposition by then? How were the Morrowind armies structured, if at all. How many people were involved in the battles, who commanded the Argonian armies and who commanded the Dunmer armies? What types of resources did both sides have available. The invasion started immediately after the Red Year so the Dunmer weren't at their most powerful, yet the Argonians were. But an incompetent or a very competent general at either side of the war could have made a huge difference, and because we simply don't know it seems rather hard to say anything for certain.
