Hello again friends.

I seem to have hit a rather nasty bump in the road as it were.
My game has a glitch that I cant resolve.

During the Civil War any Jarl who would be replaced does not get replaced, move out of the city, and the new one does not move from their old home.
Are there any mods that could be causing this? Or something I could have broken earlier in the game?

Any help would be appreciated.
