how do idles attach to their target?

I'm trying to fix the carriage system. One of the things that doesn't work well in vanilla is IdleCartDriverIdle, which doesn't reliably seat the driver on the carriage. Apparently, the developers gave up, and added a static furniture driver seat to each location. The driver actually sits on the furniture rather than the carriage (it's carefully aligned with the visual carriage seat).

That won't work on a moving carriage.

Yet ScenicCarriages managed to get the driver to sit. I'm flummoxed. AFAICT, there's no change to IdleCartDriverIdle and IdleCartDriverExit. There are changes to the Carriage and its NIF. What should I be looking for?

When I use the Scenic Carriages carriage NIF (renamed ScenicTourCarriage.nif), the driver ends up standing between the rails. The same happens with the vanilla carriage template and vanilla NIF.

So, how do idles find their target? Is it a naming problem? Is there something inside the NIF? Inside the idle itself?
