A good unleveler that works with SkyRe : V

So I turned to SkyRe and I am loving the perk system. One thing that I don't like is how every NPC scales with you. Even with the encounter module it still isn't my taste. I was wondering if someone can recommend an unleveler that would work with SkyRe?
