Oblivion- Blank Slate Master File help

Hello everyone. Before I officially begin my plea for professional help, I will state that I am by no means a skilled modder, though I do have decent experience working with the Morrowind Construction Set. Consider me a complete new player when it comes to the Oblivion Construction Set, however, as I am completely lost at the moment.

Now, I am working with a group of individuals who wish to create a total conversion mod. We are writers, designers, and thinkers, but not the best moders or scripters. Obviously, we're going to need a whole bunch of other people, but that will come later on, once we have more on paper, and an actual foundation to build from. That foundation being, of course, a master file for the project.

This is what I need help with. What I wan't to do is create a masterfile from which all of the game assets (stuff like weapons, armor, static objects, etc) from Oblivion will be located, but none of the cells, areas, NPCs, and everything else that makes Oblivion Oblivion will be there. How would I go about creating this [mostly] blank masterfile? I have no clue how importing works, and nor do I know how to combine pluggin files to make a master file (or what would even be on said pluggin files). Yes, I know, I am but a wee new player.
