Personally I enjoy using this weapon, here's a video where I do very well with it. Couple it with certain modules and it can appear to be OP but it can be countered with AA and Proximity alarm so your enemy doesn't get close to you.

Yes it is OP. I have had multiple games where the only person who has killed me was the lone Jackal user. The fire rate on that gun needs to be massively reduced.
