When you enter Sovngarde after the civil war and if you have sided with the Empire, chances are that you'll encounter Ulfric. There he says that he was wrong and that his little rebellion just helped the Thalmor by dividing the sons and daughters of Skyrim.

Now don't get me wrong, normally I ALWAYS join the Stormcloaks as I like them better. Yet this time around I wanted to join the Imperial side one more time. So I explored a bit why my character would join the Empire and then I stumbled on the video with Ulfric in Sovngarde.

If you mean not in Sovrngarde, then...Why would he even have that revelation?
