I got his effective power from one of the (switchable) three choices as a reward for completing the Black Book quest: The Winds Of Change in Apocrypha. Does anyone else love the Scholar's Insight option? It is really useful and helps me level up and skill books are now twice as useful as they once were! I also love how when I have all, or most of the skill books, i can go back into that section of Apocrypha and change it to a different one, and back, if i so choose. Really great feature, just wanted to know your thoughts.
