Better Enchanting : V

Is it possible to make better enchantments with self made potions higher then the 25% store bought ones. I have 100 enchant / all perks and alchemy 100 / all perks. Right now I can make 27% Fortify Enchant Potions and want to know if I use them and NOT the Restoration Loop will I get better enchanted equipment.
