Pretty Sure thats the marksman carbine, it's a pretty good gun if it is the one I'm thinking of!

It's the All-American. It can be found in Vault 34, near Camp Golf. Lots of radiation. After finding terminal codes you go to the armory which contains this gun plus many more.
