It svcks that such places, that'd be busy in a commercial city like Solitude, are basically empty. I want wealthy merchants taking care of their businesses surrounded by guards, beggars, prosttutes, fishermen, sailors transporting goods, ... Kinda like a Populus or Crowded Cities, but for docks.
Any mod like this?
