I find it really annoying to constantly wasting time loading and reloading to get the radiant quest in the city i want.

E.g. i finished windhelm's thieves guild quest and i now need 5 for markarth, but i keep on getting solitude/whiterun etc etc.
What mod allows you to choose the city for the quest or simply bypass these annoying quests and straight away restore the guild?
