Yes you are right, it's my 3th play through, but as for the stormcloacks civil war i finished without problems. ( except the problem where - we started at a camp and then we were supposed to hear ulfric's speech. I went to the location the arrow pointed and nothing was there. - obviously a started the whole again.)

i googled a little and found that for this particularly quest the opinions are divided. some have problems and some not. So it seems you are a little out of luck here.

have you an earlier save or are you stuck in this quest ???

Reload to an older save, otherwise your screwed. Its a script error that seems to happen pretty often from my experiences.
Should be able to fix it by just reloading and starting that part over again and just don't speed through the dialogue since i found that's generally what ends up triggering it.

Please read at the bugs section, may help you out: http://elderscrolls.wikia.com/wiki/Liberation_of_Skyrim.

I chose the Empire side and had none of the similar problems on that side but now that you mention it Mark41, I never speed through conversations except for bartering and small talk with boring NPCs. Could that be a causal factor? If so, that would account for a huge number of reported glitches because the impatient gamers who do that would always be doing it.
